Adobe Photoshop User Forum - (Windows) Not tutorials, but a very good place to ask questions, or just lurk, and learn. Adobe Photoshop Basics - A free online course from About.com's Graphics Software section. Not complete but has good content so far. Also, forums for Q and A.

The Luminous Landscape - Michael Reichmann offers a tutorial called “Instant Photoshop” aimed specifically at digital photographers new to the program.
Photoshop Tip of the Week - From commercial photographer Carl Volk. Currently has 23 tips about commercial image editing. Doesn't seem to be adding new ones weekly.
